State Monitors of the East Ramapo Central School District recommended continuing $3 million in supplemental state aid for the District in a report released today. 听The Monitors also echoed the call made by the Board of Regents and State Education Department in December for fiscal support for continued state monitoring at the District in the 2017-18 school year.

"Our state monitors are working with the East Ramapo Central School District to address its fiscal challenges and improve academic programs,鈥� Board of Regents Chancellor Betty A. Rosa said. 听鈥淭he State has a duty not to turn its back on the children of East Ramapo and must continue to ensure all students receive the education they deserve.鈥�

鈥淲orking with District officials, the State Monitors are helping to right the ship in the East Ramapo Central School District,鈥� State Education Commissioner MaryEllen Elia said.听 鈥淭he Monitors have spent the last several months overseeing the development and implementation of the long-term strategic academic and fiscal improvement plans. 听Now, we must let their important work continue in the next school year to ensure every child in the East Ramapo community is provided with academic opportunities.鈥�

鈥淲e have met with more than 100 teachers, parents, administrators and community members to listen to their concerns as we work to turn things around both financially and academically at the District,鈥� said State Monitor Charles A. Szuberla, Jr.听 鈥淲e are seeing real change in the District to address these concerns. 听It is vital that these changes are allowed to continue in the next school year without imperiling the District鈥檚 fiscal integrity.鈥�

In their report, Monitors Charles A. Szuberla, Jr. and Dr. John W. Sipple recommend the continuation of $3 million in supplemental aid granted by the State Legislature in 2016. 听The Monitors found that without continuation of the $3 million in supplemental aid, the District does not have the fiscal capacity to maintain both full-day Kindergarten for all students and the recent partial restoration of elementary arts programs. 听In their report, the Monitors strongly recommend against using the District鈥檚 current fund balance to support program restorations because the fund balance is less than two percent of the general fund budget.听 Use of the fund balance would exhaust the District鈥檚 fund balance and leave the District with very limited capacity to address unforeseen fiscal challenges.

The Monitors also recommend that the Commissioner continue to use existing authority to ensure that the District has ongoing, on-the-ground support to ensure that the District鈥檚 recent gains are not lost and that progress continues to be made through continued monitoring.听 The Board of Regents also requested the continuation of funding for the Monitors in its 2017 Budget & Legislative priorities in December. 听The Regents and the Department have taken an active role in East Ramapo to help improve the District鈥檚 finances, academics and community engagement efforts.听 The report notes that with the involvement of Monitors during the past three years, the District has begun to turn around and that it is imperative that funding is provided to continue to build on this momentum.听

Commissioner Elia appointed Szuberla and reappointed Dr. Sipple as State Monitors in August 2016.听 Pursuant to legislation enacted in June, Szuberla and Sipple have monitored District operations, including fiscal and operational management and educational programming.听 They also have provided guidance, recommendations and proposed actions to the District and State Education Department for improvements to ensure that students have access to appropriate programs and services and that the District is on a path to fiscal and programmatic stability.

The Monitors鈥� report provides an update on the concerns voiced by the community and the development of the fiscal and academic improvement plans. 听The Monitors will continue to collaborate with Department and District staff to further the progress being made.
